Genymotion version is latest available on the official site. Okay, I tried all of the suggestions and nothing worked so I just went through and disabled Google Play Services and Google Play Store. Somehow this setup the factory version of everything Google related and allowed me to go back and reenable everything which fixed the Google Play Services crashes and allowed me to run the setup wizard without crashing. Hopefully this helps someone else save some time.
